I'm in Switzerland but cannot make calls on my phone......?

You should be able to use your phone the same as at home to call local and UK numbers.

Any other numbers will be charged which may be prevented by a spend cap Guide: Spend Caps & Charge to Mobile on O2 

Try manually connecting to a different network or contact O2 to see if there are any bars on your account.
