I have a 30 day SIM only plan. Heading to the states. Is my best option to buy a local SIM card on arrival to avoid slow download speeds and other roaming traps?  Ideally I’d like my phone ready to go before I land.

Yes, that would be my recommendation, or for data have a look at TruPhone or esim.net if your phone supports esim, as then it will be ready to go on arrival...

Use that sim for Data Only and then everything else is through your o2 sim..

Have a look at this guide for roaming in the US USA - Roaming with O2
