I am currently trying to top up my account which is Pay As You Go but it is saying I am unavailable. Earlier today I could access My O2 app but now if I try I have to log in again and it is sending a text to my old phone number. So I need it changed. But I cant because I need to call, which requires me to have the data.

Seems to be usual glitch in the o2 matrix, as I am getting the same on one of my Pay Monthly phones.
Have a look here for alternative ways to topup Guide How to Top Up (PAYG) or try later on.
You dont need Data to make a phone call.
