I have tried calling and live chat but there does not appear to be any customer service reps in your customer services. I have been charged £1.25 for a 1 second call for a number I do not recognise whilst on holiday in Turkey

Many thanks for all of the positive support. I did finally get response from chat and they have offered to reimburse the charge for Goodwill.

That is most likely correct, I'm afraid:
When in: Calling:
Making calls - per minute | £1.50 |
Receiving calls - per minute | £1.25 |
Sending texts - per message | 40p |
Cost per MB of using data:
Data usage | £6* |

Calls are rounded up so one minute is the minimum charge. If you dispute it your only option is to contact customer service. Common sense will tell them you can't make/receive a call in 1 second.

But 1 second is enough for the system to register it as a call.
CS may refund as a goodwill gesture if you ask politely http://www.o2.co.uk/contactus

Very true. I had a 3 second call refunded when in Thailand which was £1.99. Got it refunded via chat which was a welcome surprise. I'm fairly confident that it will be refunded but obviously there is no guarantee.

And I got a £10 refund when my calls kept dropping out whilst in Spain and I was being charged the 50p connection fee every time....
A gesture of goodwill very much depends on how you are when you call CS and the rep themselves
