I have a sim that is payg which I want to top up and then put into my wife’s phone so she can use it on holiday.
it has been used last year and won’t have credit on but can I simply just top it up without putting it in her phone but I then put it in just before we leave uk.
i have done my payg sim and topped it up plus put the my o2 app on my phone.
so the sim is registering the top up and data.
I have now taken that o2 sim out and put my monthly sim back in my phone till my contract runs out.

To keep a PAYG SIM active you need to engage in a chargable activity at least once every six months or top up in that period
If the SIM you put in your wife's phone has had none of those activities, there is a chance it could be disconnected.

Are you talking about 2 different PAYG sims?
If so, you need to check if the one for your wife is still active or not as there are usage requirements.
Check in the relevant MYO2 for that sim and if active, you can go ahead and top up.
If not, you need to speak to O2 to reactivate it or replace it with another sim.
