Unable to add Apple watch to my mobile plan

I am trying to add my Apple Watch (Ultra) to my mobile plan.  I have tried via the Watch app on my iPhone 16 Pro by going to Mobile Service>Set Up Mobile Service and am then told that "we are setting up your Apple Watch on the O2 network and will text you when it's all done. If you don't receive a text within 24 hours, call 202 for free from your O2 mobile, quoting reference code 08".  I have tried this several times and never receive a text.  I spent 50 mins at an O2 shop no luck and today 45 mins on their customer services where they have never heard of a Code 08.  Can someone help me?  Watch and iPhone both running latest OS.  Thanks
