I upgraded my airtime plan as my contract was about to expire. Plus, bought a new iPhone and wanted to add it there as eSIM.
On the MyO2 app, the sim swap section shows as unavailable. Attached screenshot.
is there an outage overall on this service or is it just my account?

It's been withdrawn at the moment. It is a case of contract O2 but that is fraught with danger, not least switching off your present SIM and then you not being able to access MyO2 to install theeSIM.
Go into a Store with Photo ID.
If you don't need an eSIM stay we'll clear at the moment

are you serious?? The person I talked to on the phone didn’t mention this at all… told me to just do it on the app or have them do it by phone but would mean the plastic sim would be unusable for a day or so…

If you request an esim via customer service it should appear in your MyO2 to install.
Stay logged into your MyO2 before you call.
