Just dropping a message to provide an update ↘️
All Australian operators have now shut down their 2G/3G networks, so customers must have 4G calling enabled on their devices.
To make a call via 4G, customers will also need to make sure Wi-Fi/Wi-Fi calling, is switched OFF.
These instructions will also be updated on our Roaming portal shortly HERE

See if enabling Volte or 4G calling on your handset helps, @Enquirer_1 - lots of things are changing very rapidly in the Australian Telco arena, thanks to their government's policy on 3G removal...
Try manually searching for a network, and select any Vodafone network, or other network even if it says "Forbidden Network" - you may get one that you can use, but manually searching for networks is going to be a feature of roaming in Oz until things settle.

Do read the article in the first link and do use the IMEI checker.
Make sure 4G calling is active on your phone and manually search and try connecting to Vodafone

I have the same issues. Iphone 15Pro. IMEI checker says the phone is OK and no changes are needed. My Wife is also with O2 and has the same issue. If we set calls and data to 4G (or leave it as 5G auto or 5G On) & switch networks to Telstra or vodafone AU we can ONLY make SOS calls.

Update: I just had a long call with Optus tech support (on my local phone), who confirmed that neither of our phones should be blocked but could not help. Currently, we cannot make or receive calls or access voicemail. Anyone calling our UK 02 numbers gets either three beeps and is disconnected or a voice request to press a keypad number to connect but is then disconnected. Weirdly, the keypad number varies with every call.

Did you do as suggested and tried Vodafone?
If there is a problem I which effects more than one person I think it will take some sorting out and wa above the pay grade of standard customer service
We are getting a number of these probles regarding roaming in Australia, think it needs investigation

Hello. Yes, we've tried Vodafone and Telstra, both will only allow SOS calls. I've just spent an hour on Skype to O2 tech support, but they couldn't help beyond raising a ticket.

I doubt if they can
I've made our Community Manager aware but all they can do is to pass it higher up
All I can say is this problem seems to have arisen since the new rules were implemented.
We had a customer who was previously roaming fine get thrown off when it was implemented.
If you were PAYG I would understand but contract with 4G Calling (VoLTE) should tick all the boxes.

Fingers crossed. I pay monthly.
Out of interest, I asked around at work as there are several other foreign users here; NONE of them have the same issue (They are mainly from the US), two had the same iPhone model as me.
