The three beeps and the press a button is the Australian network at play as we have seen that a long time ago when we had a subsidiary in Australia a long time before this mess came about, and when we queried it back they couldn't find the issue and it just disappeared...
Have a look at some of the reddit threads, it seems some IMEI's got added incorrectly to the baring lists and it could be this, and would not be something that Optus 1st line or even 2nd line have access to update or remove them..
Its definitely not unique to o2 in the UK or anyone who roams in Australia...

I tried my phone’s IMEI on the AMTA websites lookup tool here: http://www.3gclosure.com.au/
It was correctly identified and noted as “OK – you don’t need to do anything. Your device will work normally after the 3G closure.”
So, as you mention, it must have been blocked accidentally. My Wife’s iPhone 13 was the same.

Had a few minutes spare today and looked around the Forums for EE, Vodafone and Three and seeing similar problems, so it's not just O2

Update: I just missed a call from o2 support, but everything now seems fixed - I can make and receive calls again. We are in the process of raising a similar ticket for my wife’s phone. Thanks Dave & good luck everyone.

Just dropping a message to provide an update ↘️
All Australian operators have now shut down their 2G/3G networks, so customers must have 4G calling enabled on their devices.
To make a call via 4G, customers will also need to make sure Wi-Fi/Wi-Fi calling, is switched OFF.
These instructions will also be updated on our Roaming portal shortly HERE

How does this work for PAYG customers who dont have 4G Calling (VoLTE) enabled as its not available on PAYG??
