I have bought a new phone and SIM with O2 for my stepdaughter on my existing contract, and her old provider, Sky, have provided a STAC code that I am meant to give to O2 in order to stop the Sky services. I have phoned O2 four times in order to give them the STAC code, and each time they tell me it's not their responsibility to do it. But on Sky's website it says you have to give the STAC code to the new provider. I don't know what to do.

A stac will cancel both her old contract and number.
If she wants to keep her number, she needs a PAC and it is for O2 to process either code, so they are talking rubbish.

That's what I thought. I want to cancel the Sky number, which is why I have the STAC code, but they won't process it.
