I currently topped up £15 in my phone, and £10 was deducted from it, to go towards a bundle. I needed the money in my phone for other purposes. Is there any way to refund my £10?

This isn't customer service so you need to call them I'm afraid. Explain to them and they may change your tariff and refund the credit. Presumably this is for an unlock?

Indeed. and when the Ideas section commenced, apparently those which received 5 or more kudos would be reviewed and implemented wherever possible. Now that idea got 11 kudos and 'O2' classed it as 'Not Applicable' or some such nonsense?
