Whilst we can use our mobiles in Europe (roaming) and charges are the same as in the UK, what if I call a European number from the UK

Then you will be charged based on your current tariff. These calls are not part of your inclusive allowance.

It only applies whilst roaming.
Calls from uk to eu are £1.50 per min.
