As the phone mast in Fleet has now been almost completely useless for the last 3 days and still isn't working, due to your "upgrade", can users expect a refund on their bills?

Once the mast is repaired or work is completed you can call CS on 202 and request a goodwill gesture of compensation.
However, this is not compulsory but is often granted.
The work being carried out will ultimately be to your advantage as it will be to bring in 4g at a guess?
I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

There's no harm in asking for a goodwill gesture. The worst they can say is no. It's very arbitrary and will depend on the CS person you speak to. If they're sympathetic and in a good mood, they may offer you something. You won't know until you try.
