if my bill is 16.99 then airtime will be added to the bill why do I have to have airtime and how much extra is it?

Airtime is the monthly charge for your inclusive minutes, text and data allowance.

It is separate from any payments for the handset loan

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
