I cannot find anywhere on the O2 site about 0300 calls.  Are they free from my mobile?

all 03 are treated the same as 01 02 numbers so come out of allowance

Calls to 03 numbers are regional numbers and consequently taken from your allowance in the same way calls to 01 and 02 numbers are taken.
