My phone has been taken by the police after I was arrested. They say I will get it back in about two weeks. Am I allowed to get a new SIM in the meantime (I have a spare handset) - that will deactivate the SIM in the phone the police have.

You need to ask a lawyer or the police that question.
As technically yes, whether legally you can is another question.
If they say then the easiest way will be to nip into an o2 shop with ID, and they will be able to do it there and then.

You need to contact O2 customer service as they have a policy in place to deal with such instances.
