Roaming and incoming calls

I can't find a clear answer to this and customer services were no help so:

I am roaming in USA.  If I see an incoming call on my phone from an unknown number and don't answer it, will I get charged?

Apparently the answer is yes according to my bill but it may be more complicated.  I can reject the call from the phone but it looks to me like that actually means I have accepted the call and I get a minimum charge for it.  If I do nothing, the call may go to my voicemail and if so I should get a free SMS to let me know there is a message there but as I have not accepted the call I only get charged if I then call voicemail.

Is this how it works?

If you haven't turned your answerphone (voicemail) off before you left then any rejected or unanswered calls will be sent back to your voicemail. You will be charged for that return leg even if a message is not left.

It's always been that way with roaming, just that most people didn't see it when they roamed in the EU, so it can come as a shock if you are further afield 

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.

I've never experienced a charge in the past but perhaps rejecting calls wasn't an option with the phone I had or the caller rang off before voicemail kicked in.  Anyway, thank you for a clear answer.  One further question:  I'm roaming in USA and voicemail has been turned off with 1760.  Incoming call from an unwanted and unrecognised number arrives.  If I let it stop ringing without answering, do I get charged?

@TimGriff If your voicemail is confirmed as being off you won't be charged if you don't answer the call. If it's an unwanted and unrecognised number you can then block it to prevent them calling again.

Thanks for confirming that.  I'm wasn't sure how blocking actually works and would probably have left doing that until I came home but as it just turns off the ringer and display when the call comes in, the network just sees it as an unanswered call.
