BLOCKED number calls from a company claiming to be contracted to O2

I am getting several calls a day from a BLOCKED number. They claim to be under contract from O2 and that I am due an upgrade and they can reduce my tariff. I have explained several times that I do not sign up to anything on the back of a cold call at which point they just hang up. These calls are becoming a real nuisance and I want to know how I can stop them! I am already signed up to the Telephone Preference Service (TPS). Obviously, because the number is blocked I have no way of knowing where the call is from and can't report it.
