My phone keeps cutting out in the middle if phone calls my wife's does also we are both on o2 and it has never happened before. The Internet has also been running slower then usual. The service is not great lately and I'm not paying a full bill for a service that us not working properly. I have also restarted my phone several times and looked through all my settings and so has my wife. Both phones are on the same account.

Please read the t&c's that you read in full and agreed to... It clearly states that ther service is not fault free, and many things can cause radio interference. As well as mast faults.
Withholding payments will only be bad for you, as non payment will result in your line being suspended and further action taken by o2...
