When wanting to use this option on the phone, and so choosing 'ON', the phone then asks for a PIN number before it can action the request. If the user doesn't know the PIN number which is being asked for, or if they've forgotten it, how can this choice be opened? Do forgotten PIN numbers stop the user from using those facilities on their phone, or could they be overridden somehow by someone who has the know-how?

Thank you for your replies. PIN2 Code (for Fixed Dialling), and Barring Code (for Call Barring), are both part of the additional service offered by the 02 SIM card. With no SIM card in your phone those two pieces of software aren't there. Any problem with those two choices on your phone should be directed to 02 rather than the make/manufacturer of your mobile. At this current time it is not recommended that either of those two choices are activated in any way. Possible activation could happen by saying 'Yes' to the option 'Confirm SIM service actions'. At this current time it is not recommended to say 'Yes' to that choice. Say 'No'. Both the Fixed Dialling and the Call Barring choices each require a pin code. Those two codes are not something you've done yourself and have forgotten. It's unclear at this time who's got those two pin codes (PIN2 code and Call Barring Password), but as previously stated they're part of the additional service provided by the O2 SIM card.
