Upgrade possible?

So I have a Samsung tablet on my account which is paid off, I want to upgrade it to the Apple Watch Ultra 2 black but when I go onto the upgrade options it only gives me Samsung watches. I already have the maximum amount of lines on my account so this would be the only way I could get an Apple Watch at the moment, is there anyway reason it won’t give me any options for Apple Watches?

 

Also another question.. 

 

One of my parents wants an Apple Watch on their account and has an iPhone of their own on the same account, theres another iPhone on that account that use to belong to another family member, that contract has now ended and has a watch linked to it as well also finished and fully paid. Is there anyway to unlink that Apple Watch from that other number and link it to my parents iPhone instead?
