For about a week i have been trying to add bolt ons, but can only seem to add 100mb. Why is this? Its very frustrating.

There has been an issue in o2's systems @Dizzydayday
The community manager @Dave-O2 has advised they are hoping to resolve the problem next week. Two examples of the same problem are below:
