How can I see if my PAYG account has been de-activated? I have no signal on my phone which I use infrequently (it's a back-up).

Swap SIMs between backup and main phone temporarily - if the problem follows the SIM, then the SIM in your PAYG phone has been deactivated. Contact O2 Guide: How to find help & contact O2 to find out for sure and attempt, if necessary, to get it reactivated.
Note you need a chargeable activity, typically a phone-call to another number that incurs a charge, every 6 months to keep most PAYG SIMs alive Guide How to Top Up (PAYG)
