I understand that an 02 £0 spend cap does not allow any international calls etc - but does anyone know if that also applies to a second sim on the same mobile operating on a different network (Vodaphone)

No, that will only depend on the other network

@GTB A spend cap on O2 should have no effect on a Vodafone sim.
