I guess they gave you the wrong code or a PUK or PAC so don't enter it wrong too many times or else the phone will be locked forever.
PS. Is this really an iPhone question?
iPhones require a different process (no PIN required to unlatch) and usually give different error messages?
Are you sure it's not a sim PIN?
