Hi
My mum has received a text from O2 about 3g turning off and to upgrade her mobile which she can't afford a new phone right now and I've looked on her mobile network in settings and she's already on 4g so does she ignore the message?

Looks like she is OK. Bit of a generic message.
I notice 4G calling is enabled on the phone settings. Is she PAYG or Contract

Right.
At the moment O2 PAYG does not support 4G Calling (VoLTE) when calls are made the phone uses the 3G network. What will happen now is the phone will use 2G instead. That would be true even if you had the latest top of the range handset.
Her data will be 4G and work normally, it's only people with older 3G phones that will lose the access to data, this is not the case here.
No need to change phones

Ok thanks , her phone is a Moto E14 that she brought as new from Argos in October 2024.
So she doesn't need to do anything?

Nope ... that's phone is fine.
O2 have probably got her old one listed as this was not bought through them
