I called 202 to transfer my number to another o2 sim but they were unable to help.
Will a PAC code against the number prevent a transfer until it expires in 30 days?
I presume that if I purchased a new phone contract in an o2 store that I would be able to keep my number.

Simple answer is no @phammond53
A PAC is just a code that does nothing unless activated by the receiving network.
If a transfer was already in progress though, it would be different.

A PAC code can't be used to transfer numbers on the same network. As it won't work it should not stop you migrating a number across.
The biggest block with O2 is the customer service agents

There was no transfer in process, I only requested PAC in case I needed one but 202 said it would prevent o2 to o2 transfer until it expires and team leader said there is no process to transfer o2 to o2 and that I was missold the new sim card.

It seems most agents now are ex Virgin media agents with zero knowledge of O2 processes and procedures.
We always advise the social media routes as thet are O2 and UK based.
