Sim Swaps are taking a bit longer due to the pandemic. Keep rebooting your phone.

If you need to call O2 then all numbers are in this guide. 0800 587 4005 has had a high success rate when calling.

Edited to add: You could have used your giffgaff sim in your new phone as it runs on the O2 network.
