You may have a spend cap on you account. A Spend cap is there to help control your spend on out-of-bundle charges. Any chargeable usage outside your monthly allowance or outside of any Bolt On allowance will count towards your Spend Cap.
You can see if you have a Spend cap but logging onto My O2 - manage your account - view your bolt ons.
