Have you tried a different network sim?
All o2 phones are now sold unlocked.

hi, sorry for not replying back, I bought the handset on a 24 month contract through Uswitch, now I have finished my 24 months I asked 02 to unlock they said its not a 02 bought handset, so I called the smart company which I bought from, they said they can't unlock, nor 02 nor smart company will unlock

Chances are it's not locked.
