I messaged on Sunday to say I couldn’t pay my bill I was told on line not to worry and it would be put back by a month so why have I had restrictions on my bill which is the first time in go knows how many years

Whoever told you there wouldn't be restrictions was lying to you. There's no such thing as something for nothing.
