Just received a new Samsung s21 5g. I've transferred all the data from my old Samsung, requested the sim swap but neither mobile is working for calls or messages. My old Samsung connects to WiFi at home ; the new one won't. Both phones saying "not registered on network" although I can see my pay monthly data on My o2 on my old mobile. Tried turning off and on. Still nothing. How do I fix this?

You'll need to call customer service.
Numbers here Guide: Coronavirus Community Help and Support 
When it comes to the reason you are calling stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to someone.
Say "Upgrade", "Lost/Stolen" or "Fraud" if you have to, to get put through to someone.
8.00am is the best time to call if you can.

I have the same problem ... not registered on network .. but cannot call O2 .. comes up with same message

You can use Skype to call o2 customer services on the 0800 numbers in this guide @SBridge
