You must have an approved handset (see link in above mentioned article) and you must have 4G Calling (VoLTE) switched on.
That said, reading around that even with that some are denied.
Try locking your phone to Vodafone which allow 90 day roaming
This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
