I top up my account on 13 June for £15, i got confirmation message, but now my account balance shows £14.66, why is the difference?

Looks like you made a chargeable transaction outside of your normal allowances, @Kk20 - adding emojis to an SMS message can do it ( Guide: Accidental MMS Sending and How to Avoid it ) as can sending a text message to an international or to a chargeable short code ( Guide: Tips to avoid unexpected charges on your bill ) 

This means you have insufficient balance for your £15 top-up this month, and you will have to add another £10 to get up to over £15 before O2 try to take the top-up, on the anniversary of when you first topped up your PAYG SIM.  Guide How to Top Up (PAYG) has all the ways, but £10 is the minimum top-up, so you will have an extra amount on your balance that will remain.  On the plus-side, if you joined O2 Rewards, you will get 10% of your monthly top up amount credited back to your account next month, which would bump you back up over £15 for your next monthly renewal - unless you reattempt whatever it was that was charged to you again. https://www.o2.co.uk/termsandconditions/mobile/our-pay-as-you-go-tariff-terms#call

However as we are all customers here and cannot access accounts You need to contact O2 to look at things
