PAYG sim, data working in Europe but unable to make or receive calls or texts on three different SIMs. We have text TRAVELON to 21300 and received confirmation it is activated.
I have swapped the cards out to another family member's phone which is also PAYG on O2 which works fine, and they do not work on that phone whilst that SIM works fine in the other handsets.
Do you think it must be faulty SIMs? The three that do not work were ordered together, but about a month after the one that works. O2 are useless for assistance!
I'm thinking of going back to EE for all four SIMs, they have much better customer support, and you don't get the annoying "in plan" notification before every call!

Always hard to pinpoint roaming faults.
Have you tried selecting different networks?
Where about are you roaming?

Tried in Cyprus a few months ago and in France last week.
The fact the SIM cards do not work in a phone which works correctly with another SIM and that working SIM works in those phones with the same settings, is what makes me think the SIMs are faulty, especially as data works.
