Can you have an esim on a O2 monthly contract and have an international nano sim on pay as you go in the same phone, e.g. Apple iPhone XR?

Yes you can totally do this, you would need to take a sim only out with O2 or if you already have one you would need to transfer your number over to an e-sim.  

Once all completed you can then pop your internatinal sim card in to the phone.
