I want to purchase and Apple Watch from O 2 but I’m on another network my husband is on O2 which I pay monthly can I do this TIA

The only way to do is this to tie it to your husbands o2 account, but it will be tied to his o2 number.. Best thing to do is buy direct from Apple an use there financing options

An O2 apple watch won't work on another network for cellular operations either whilst on contract.
