If you cant call the number via whatsapp and the person on the other side has WhatsApp, then sounds like there is something wrong on that side..
You havent said what country and area in that country you are trying to call, would be good to have as an example +44 203

You will need to persevere with o2 customer services as there is nothing else anyone on here can do it check anything..
Also WhatsApp has nothing to do with o2.
