Unable to make international calls from the UK

I have tried the following 

removed cap 

ensured my phone settings allow international calls 

spoke to various o2 representatives 

can anyone assist

If you cant call the number via whatsapp and the person on the other side has WhatsApp, then sounds like there is something wrong on that side.. 

You havent said what country and area in that country you are trying to call, would be good to have as an example +44 203

Hey the other number is landline not a mobile, well it’s a business. Norway

I have tried other countries also- no good. I have just tried a mobile abroad and that worked on what’s app- South Africa

Yeah no bars checked that last night also, as another poster suggested that. It was hidden away in the sim card area

You will need to persevere with o2 customer services as there is nothing else anyone on here can do it check anything.. 

Also WhatsApp has nothing to do with o2.
