Hi,
I've completed document to unlock my iPhone. I received an email saying the action is complete, but when I connect my phone to iTunes it doesn't work.
Any advise would be gratefully received.

@Bubble68When you receive an email to say it's unlocked then the process has been completed on Apple Servers. Just reboot the phone, put another sim in and try again.

iPhones are some of the easiest phones to unlock.

We’ve had a few similar issues reported with iPhones recently.
I suggest you call customer service to check if it’s been done or not.
@Martin-O2 any known issues with Apple currently as this is the 4th or 5th similar complaint?

On my phone now it's says:
Activation could not be completed. Please restore the phone and install the latest version of iOS and attempt activation again. If the problem persists, please contact customer support.

It won't let me log into iTunes either as that says:
We're sorry, we are unable to continue with your activation at this time.

Update the phone over WiFi. You have a token mismatch between iTunes and the phone. The latest firmware should resolve that issue.

Don't know if I am doing something wrong.
I've turned the phone on. Select the language, select country, choose WiFi, press next then it comes up with that message.

You need a sim in the phone that works ie, a network sim that the phone is locked to.
