Unlock request rejected by o2

I have an old iphone 7 plus that I wanted to unlock  because it network locked to o2.

The phone originally was obtained from CPW.

I have registered on myo2 app with a new SIM card and top-up but after requesting the unlock via the app I get this automated message

"I'm sorry, we have not been able to unlatch your device at this time. The reason given is:

The IMEI - ......... has not been used on our network with the MPN provided, so it will not be possible to unlatch it."

I followed the advice to make a few calls with the number but still I got the same reply ! I have also completed the online form and now another automated message come with rejected :THIS IS AN AUTOMATED MESSAGE ** Hi,
This iPhone unlatching request has been rejected as there are multiple unlock requests received.

The phone is definitely locked to o2 as have tried different SIM card and on the phone settings it says network provider lock SIM locked. 

It's just seemed unfair to go through so much hasle to unlock my phone.

The problem is it can take quite some time for the IMEI to fully register on O2's systems. When I changed phones it took a few weeks for mine to change over

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
