Even though it's not supported, there's a good chance that wifi calling is enabled on your account, which will prevent you from disabling your voicemail.

You need to call customer services and ask them to deactivate wifi calling on your account http://www.o2.co.uk/contactus

I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

Disable WiFi calling and then you can  dial 1760 without problem. It can always be enabled again after.
