replacement iPhone will not connect to 02

Just received a replacement phone from 02 on 02 insurance. iPhone 13. This phone is denying access to 02. Have restarted, updated IOS and also tested SIM in a other phone (it works). Seems like it is an issue with the handset we have been sent which did not appear to be new. grateful for any advice

Just for info, insurance replacements are refurbished, not new, as outlined in the insurance terms and conditions.
