and phone shows emergency calls only. I've turned phone on and off.

I use a SIM card to hotspot through a 5G router, my new router has a
captive portal but this doesn't seem to be coming from the router itself
and I suspect it is set by O2.Is this something they do, and if so, how
do I turn it off?
