Assuming you are on Pay Monthly contract with O2: Roaming in Turkey will be expensive with O2 unless you are on one of O2's most expensive "ultimate" tariffs: https://www.o2.co.uk/international/using-your-phone-abroad or have the £7/day O2 Travel bolt-on.
As mentioned above:
Check your phone's APN is "mobile.o2.co.uk"
Make sure you are using 4G (5G should work too, but 3G may be patchy).
Set your phone manually to a cellular network
Ensure you have Data Roaming enabled (as well as roaming).
Finally, contact O2 via Social Media or the free to call from an O2 phone +447860980202, to get them to check you have not got a Roaming Bar in place on your phone - seems many have had that setting inadvertently applied if you upgraded in last 24 months or so.
Try to manually connect to any available network, even one that says "Forbidden".
