Can you send and receive SMS and iMessage from both numbers?

Same for FaceTime?

What are the costs and how exactly do you order one in the current climate?

Yes, if you have an esim and standard SIM, both are active at the same time.

It does not cost any extra to have an esim over a normal SIM unless you intend on having an extra contract.
