My Son has an iPhone 7, I pay for his account, 25GB data. Data issue - cannot access App Store, PokemonGo etc.
Can perform google search, but cannot access any of the results.
All apps are "allowed" to use data in settings.
there is a spend cap on account, but surely that is for things outside of allowance?
can't get through to O2 help so was hoping for some assistance here!

As the iP7 is now quite old I would try his sim in another phone to see if you get the same result.
It might be that the phone has failed in some way.
