Not sure if I can call Customer Service and cant find Live Chat, but i'm thinking of upgrading my phone but want to keep the current tariff. Am happy to tie that in for 24 months but cant find that as an option. Is calling Customer Service my only option?

Yould have to choose a different tariff if you upgrade to a phone on a Refresh contract.
