Why does o2 charge for every picture message on a monthly contract when i already pay for 12GB of data? This seems so outdated. And why are they impossible to contact. Looks like I may have to cancel the contract I only just set up

As @Cleoriff says All networks and nearly all MVNO's charge for Picture Messaging, and have done so for many years..

MMS is an outdated technology, and is now actually obsolete, and has been replaced by RCS and iMessage and also WhatsApp etc.

o2 - 65p per message
EE - 55p per message
Vodafone - 35p per message (upto 300Kb)
Three - 40p per message
Virgin 50p per message
Smarty is as far as I can find free still but its a PAYG service on top of Three.,
