There is a way of topping up using PayPal through :

However they do make a £2.50 charge. Is there anyone in the UK who can top up for you?

That service emails you a "coupon code". What would you do with that code once you had it? There's no "use coupon code" in the top up page on the O2 website, seems shady, I wouldn't try it
