Solved: Error code 14

Spent the day chasing 02 nearly 2 hours later spoken to 5 different people , pay for data on Apple Watch but keep getting error code 14 why am I paying a monthly amount of can’t use no one seems to be able to help how can I resolve error 14 and add my mobile data plan to the watch ?
